Special Education - Specialized Transportation
Foxborough Regional Charter School is committed to ensuring that all students have safe and reliable access to their educational program. Transportation services for students with disabilities are determined through each student’s Individualized Education Program (IEP) Team process in accordance with Massachusetts special education regulations (603 CMR 28.05(5)(b)).
As part of ongoing efforts to align district practices with state requirements and transportation best practices, FRCS will implement updated specialized transportation procedures beginning in the 2026–2027 school year.
Neighborhood Bus Stop Model
Beginning in Fall 2026, many students receiving specialized transportation services through their IEP will utilize a neighborhood bus stop model. Under this model, students may be assigned a designated pick-up and drop-off location within their neighborhood rather than transportation directly to and from their home.
This adjustment is intended to:
- Improve transportation efficiency
- Reduce student ride times
- Create shorter and more effective van routes
- Align district transportation procedures with state guidance and best practices
Door-to-Door Transportation
Students whose IEP Teams determine that they require door-to-door transportation due to their individual needs will continue to receive transportation directly to and from their home. The need for door-to-door transportation is determined individually by the student’s IEP Team based on the student’s ability to safely access a neighborhood stop, including with adult supervision when appropriate.
Individualized Decisions
Transportation services are determined on a case-by-case basis through the IEP process. The type of transportation provided is based on each student’s unique educational and safety needs.
Families of students receiving specialized transportation services will receive direct communication regarding their child’s transportation assignment prior to the start of the 2026–2027 school year.
